The Microsoft Unlimited Potential Group (UPG, see our interview with the corporate vice president), which aims to develop scalable technologies and business platforms for underserved communities worldwide, today announced Microsoft OneApp, an application designed from the ground up to let mobile apps work on phones with limited memory and processing capabilities. The software enables phones commonly found in emerging markets to access mobile apps such as Facebook, Twitter, Windows Live Messenger, and other popular apps and games. Essentially, OneApp brings consumers with GPRS-enabled phones into the app game.

Snow Leopard now available on Apple Store for Aug. 28

The Magic 8-Ball correctly predicted a ship date of August 28, 2009 for Mac OS X 10.6, also known as Snow Leopard. The Apple Store online briefly went down this morning and, when it came back up, Snow Leopard took a spot on the main page with a delivery date of 8/28. Interested customers can preorder it now with free shipping to be delivered on Friday.

The App Store’s fierce competition is a great thing for consumers, but it’s not always so awesome for developers; making money when there’s a constant price war isn’t always easy, unless you resort to subscriptions or in-app advertising. Microsoft wants mobile app developers to know that the Windows Marketplace for Mobile will have applications that have quality reflected in their price tag, and not solely in the number of times they are downloaded (which will be a good measure for free apps). In short, Microsoft wants to make sure it’s quality over quantity when it comes to its mobile store. Loke Uei Tan, Senior Product Manager on the Windows Mobile Team, gave the following statement to TechFlash:
